No. Although hairline fractures sometimes show nothing unusual (maybe not even a bump), this does not look like a leg or kneecap fracture.
What you have can't be diagnosed for sure over the web--a doctor who knows your complete medical history, can get tests and images, and examines you in person is the one to diagnose this, not any of us here. Assuming you're about age 12-16, the symptom you're asking about and the photo you shared is consistent with Osgood-Schlatter disease, which I realize sounds ominous, but is not really. It's a common problem for adolescents. It is painful and causes worry to kids who have it. But you will outgrow it, if this is what is going on. You can read more about it by clicking this link:
