Do I have to get the artists' consent?

Okay so if someone made me art as a gift and gave it to me for, and it's been out of their possession for a couple months, and I end up giving it to someone else (for free) and they sell it, do they have to get the artists consent.

No, a gift is a gift. Once it's been given to you, you can do whatever you want to do with it.

technically, no.  a gift transfers ownership and all rights to dispose of as the new owner pleases
