Open Internet Explorer.
Click on the gear wheel icon (top right).
Click on Internet Options in the drop down menu.
Click on the Connections tab in the options Window.
Click on LAN settings in the bottom part of the network settings window.
Click the proxy server tick box and set up the address and port number.
Click OK to close each window and close Internet Explorer.

You can use a VPN. Google search betternet or tunnelbear and install which one you prefer. Take note that it will crush your internet so stick to browsing.
