More non-religious US States have lower crime rates than more religious ones. Does Atheism have something to do with it or no?

Atheism has not to do with that.
Religion does. The religious tend to ignore law, then claim they answer to a "higher power". This explains in part, why christians are over represented within the penal system.

Or the liberal judges in those non-religious states just never convict anyone or let them off on crimes where they would be jailed in religious states.

When you take away moral law, nothing is considered a "sin" any more, so no one is every arrested.
