A refinancing of you home would have nothing to do with the reassessment of your county taxes. These are two unrelated transactions.
If you would want to have your house reassessed by the county to reduce your taxes, you would be required to make an application and request through the county in which the house is located. You would be required to find out the procedures in which you are able to request a reassessment of your house.
Each county has a procedure of assessing property to determine the county taxes of a house.
It might be that you would be required to present an appraisal to the county showing the current value of the house.

It depends on what kind of refinance you are doing - if it does require an appraisal then it can result in your taxes being reassessed.

You petition the county assessor if you want your home reassessed. Refinancing, in and of itself, does not result in a new appraisal (because most houses go up in value over time).
