I am travelling to Japan and I don't see a reason why calling over WIFI (which my phone supports) should not work.?

So I am carrying a Japanese MIFI so I think I should be able to send/receive calls?

I've also added Skype just in case.

BTW, are there any Japanese test numbers I can call? In the US, there used be vocal time phone number (popcorn) that spoke the current time (US) but I'd like a Japanese number that I can test.

Well, calling over WIFI was disabled when I was in Japan, even with a MIFI box. Skype worked fine, but the problem is there are many useful apps (like calling a taxi) that now rely on SMS, and Skype does not support reception of SMS.

So traveling to Japan, I would get a limited SIM card for data and voice and not a MIFI, although a MIFI was very useful (the company I contracted also lent me a battery pack, so we had internet everywhere we went. Google maps was very useful.

177 for weather report

The MiFi is a good idea, but I do not think think you will be able to make voice calls in Japan that way.
