Do roommates come included?

As I've been apartment hunting, I've been looking for places with two or more bedrooms, so I can live in one and split the rent with those who live in the others. When I see a listing like this, how do I know how many of the rooms are already taken? It would be a shame to look at a place only to find out that no one is living in the other rooms. Do I need to assume that every apartment will be completely vacant, and treat roommate hunting as a completely separate process? If that's the case, then I can only assume that there's a difference between sites that show apartment listings posted by landlords and sites that show room listings posted roommates. What are some good sites to go to, and what's the best way of balancing these two searches?

NO apartments do NOT come with roommates. YES all rooms would be vacant. An apartment does not come with roommates unless you are renting just a room & it would be listed for rent that way. YES apartment hunting sites are completely different then roommate hunting sites.

Unless the place you are looking at says ‘roommate’ it means it is an unfurnished apartment who NO roommates. You would have to find one yourself and split the costs.

If it has residents already it would say ‘room for rent’ or ‘roommate wanted’.

Most people with an apartment already who need a roommate will advertise as seeking a roommate or have a room to rent, not that there is an apartment to rent. Apartments for rent almost always are not already rented to someone else.

No, apartments don't come with roommates. Rooms to rent may be shared apartments.
