Should I get a new battery or a new phone?
I have my Samsung galaxy s5 for about 4 years now and I realize I need a new battery. But should I get a new battery or just get a new phone instead.

Its a 4 year old phone. May as well replace it at this point. Could wait for the Galaxy S10 in early 2019 or get a good deal on a Galaxy S9 in 2018 for Thanksgiving/Black Friday/Christmas while it is near its end of (flagship) life

I'd get a battery or two, and just keep saving my money to get whatever phone I wanted when I did buy a new one.

I just bought an S9 because my S4 battery wouldn't hold a charge for but a couple of hours. And the S4 battery was a replacement from several years earlier.
But now I have the S9 and what a difference. I carried it around with me all day yesterday and the battery got down to only 93% in that timeframe. So the battery issue will definitely be solved, but it cost about $700 for the S9. I bought it directly from Samsung as it was offering the best price.
And here's the bonus. That S9 is way better than the S4 (and probably your S5). It's faster, has more built in functions (like voice messaging), and is a tad bigger screen. So with that better battery you'll also be getting a better phone.
Get the new phone if you can afford it. ANS.

It depends how much you're willing to spend. If you don't want to spend alot, then just buy a new battery. I had a friend with an S5 and he replaced his battery, his phone lasted him for another two years until he decided to upgrade.

If the phone works fine, just buy a new battery on eBay and keep using it.
Samsung's are notorious for batteries frying over time. Just replace it if the phone is still in good working order.
