I tried to ask a question 4 times. While it appears on my question list it does not on the board list. Can anyone explain this?

It's caught in the spam filter (not limited to mobile). Move it to another category, wait a few seconds, move it back where it belongs. That usually does the trick.

It's an issue that happens to some answers too (they have to be edited, and even then may not show up).

Move the question to another category, then count ten, then move it back. It is a known glitch, usually found when using mobiles.
