Can modern man translate Sumerian?

Sumeria is supposed to be the oldest known civilization in history?Does modern man have the ability to translate their language?I remember hearing that scholars can decipher part of it but not the language in its entirety.If that is the case,what is stopping modern linguists from understand the whole thing?
