If you run a swamp cooler when it's already humid outside, will it add significant moisture to a house in addition to the moisture outside?
Like outside it's 85 percent humidity at night, and you accidentally leave the swamp cooler running, will it add enough to reach 100 percent?

It won't go to 100% - the higher the ambient humidity, the less will evaorate from the swamp cooler. And there will be no cooling effect. Swamp coolers are effect in dry conditions like deserts.
Most swamp coolers vent their evaporate outside so they should not add to inside humidity however, the degree of cooling they provide is basically small.
