When you write on a DVD +R and this DVD can only be written once, does that mean that only the tracks that have been written cannot be re-written -or- does it mean that after you finalize the writing process, you cannot write over even the parts that were originally blank?

R means you write once and those tracks can not be written over.
If you DO NOT finalize the disk you can continue writing in the unused space.
If you Finalize the Disk, you can not write anymore.
RW disks mean you can re-write over the existing tracks.
DVD -R and DVD - RW are the most common. +R and +RW not so common. Make sure your optical drive supports + format. Not all do.

If the disc is not finalised, then new recordings can be added to unwritten parts of the disc. But any parts already written onto are irreversibly physically changed.
After you finalise a disc, unrecorded sections are still recordable but are inaccessible to recording devices, as finalising adds data which tells disc readers where playable data is stored and tells disc writers that no more data may be added.

Once it has been finalized, you cannot use any remaining portion. If it was burned as a multisession disc, you would be able to continue adding to it, but only until you finalized it.
