My tattoo artist did my tattoo fast ?! Less than 10 mins ?

Does this mean the artist isnt very competent? I'm just wondering because yeah I like my tattoo and I wanted to get one just out of being spontaneous (it isnt my first one) but I was in Vegas with friends and we just picked a tattoo shop... the guy seemed a little arrogant but that just seemed like it was part of his personality. Anyway, I didnt pay that attention as I just wanted a tattoo. It looks like its fading a bit. I got it done July 2nd. So it's been over 2 weeks. Is the fading normal? Is him doing it so quickly a bad thing ?

We can't see the tattoo, so we can't say if its normal for the healing process or if the artist rushed.
I know of many small designs that take seconds to tattoo well. Without seeing your design we can't say if thats an appropriate amount of time to take to tattoo.
It generally takes 3 - 4 weeks for a tattoo to fully heal, so I wouldn't fully judge the tattoo just yet. If its faded when it fully heals I would get it touched up the next time you go in for a tattoo, if you want it touched up at all.

You have left out what the tattoo is, no description or pic.

If someone is arrogant before the process has started - walk out.

If it came out good then he's just a good artist.

I know tat 'artists' who charge $ 50 an hour & I know ones who charge $ 400, time isn't the limiting factor, TALENT is. IF you are happy, so am I ....................... It should be scabbing-over at two weeks, plus its still bleeding excess ink, takes two to three MONTHS to heal completely .........................

Tattoos fade when healing. It shouldn't fade a lot, but it will fade some. It sounds like he's just been doing it for a long time so he got faster. Unless the tattoo looks all messed up and the lines are shaky, it should be fine
