Green arrow vs solid green. Who has the right of way?

In California, I had the green solid light and I am going to drive straight across the intersection to the lane infront of me. At the same time, the driver across from me was making a U-turn to the same lane I was going I was driving into. Who has the right of way?

A green arrow means you have a clear road in the direction of the arrow. If someone is coming into that road it's because they're doing something they shouldn't.
You can't see the arrow and the solid from the same place, so chances are it's the other guy doing something wrong. Probably an illegal U-turn.

If he had a green arrow to turn left (or U), your light should have been red. Something is fishy with your story. A green arrow is exclusive and there would not be a green to allow you to go at the same time.

Through traffic has the right of way. Anyone making a u turn when there is traffic is taking a big risk.
