100 an hour is actually on the lower side for decent grants.

You're a non-profit Organisation right? Advertise it and you will see people who will work without getting paid, although its rare.

Grant writing is very specialized profession, and any good grant writer is going to charge a minimum of $5000-25,000 to write a grant proposal. Consulting or reviewing a grant proposal you write will cost about $150/hr & up or flat fee (probably around $1000-2000 depending on length of your proposal) for consulting services.

Professionals know what they are doing, and you do not. You do not go to cut-rate unlicensed doctor when seriously ill. And you don't take your grant writing to anyone but an experienced professional. You have too much riding on their professional knowledge, experience, abilities. Hire a pro, or do without any grant.
