No, they didn't steal it because you paid. Where I live and there must be something similar where you are, you make a complaint to trading standards to get your money back, that is, after you use their internal complaints procedure and if they don't offer to refund in full or partially. You paid, they still provided the service, whether you stayed or not you were able to but, then you were just not happy with the service. Trading standards (or whatever it is called in your country) could side with the hotel and say they keep the money but they have the power to rule in your favour too. If you are still not happy after all that then sue but, lose that and then you've come to the end of what you can do.
