Cream that stops hair growth?

I'm a relatively hairy person and I hate the hair that grows above my beard. I can deal with a beard (even though it grows absurdly fast) because I look good in it. It's the hair above it that I have to wax every couple weeks or otherwise it'll make me look very ugly. And no, I can't shave it either because then it'll grow along with my beard and i'll look like some kind of caveman. Is there any cream or something that prevents that hair from growing altogether?

No, there is no cream.  You could look into laser hair removal.  It is semi-permanent.

No such thing.

You can get a cream that will remove the hair but it will grow back.  You can shave or wax or pluck but it will grow back (plucking will reduce the amount of hair that grows back with time but ouch).

You can get it permanently removed using electrolysis or lasers.  Takes a while and is pricey.
