Why are we really being charged 10 cents for bags?

I re-use my plastic bags for the bathroom garbage or holding recyclables. Are people just letting their bags loose in the wind? Why are straws being eliminated too? I throw my waste away properly, is it the garbage company's fault in the way they dispose of our garbage? Or are there really that many people who dispose their junk everywhere that ruined it for the rest of us?

It's to reduce single use plastics. With this small charge it encourages you to re-use heavyweight bags instead. Straws - why not use paper ones?

But at the same time we are now told to pick up dog waste and put that into a single use plastic bag to dispose of it. It used to degrade naturally, but now people throw the bags of it in hedgerows - and that doesn't degrade over time.
