I looked it up, and it comes back to an ancient law that was written before driver's licenses were even required. Keep in mind that driver licensing as we know it is very new. The world's first driver licensing exam was done somewhere around 1910 in Europe, and somewhere in the 1930's in North America.

The law the Sov-tards like to cite is from somewhere in the Colonial period, I'm thinking it's buried in the long-extinct Articles Of Confederation, and it had nothing to do with motorized vehicles. It was a licence to transport goods for commerce across state lines, which is still a legal thing today. I didn't look up the specifics again this time, because passage itself is a) extinct and superceded by other laws and b) just as ridiculous as everything else those idiots say.

Sovereign citizens are convinced that their fantasy is actually a reality. They're like the average 10 year old who gets mad when everyone else won't play Harry Potter or vampires with them, except the average 10 year old is expected to grow out of it.
