It could be because this guy likes you and is nervous when it comes to approaching you and speaking to you. Remember, not every guy is super confident around women - many get nervous and fear getting reject. This can manifest itself in different ways through mumbling or speaking in a way other than normal. What you need to do is to try and help this guy relax by adopting a super warm vibe. Also, try taking the lead during conversation and asking open ended questions that will get this guy to reveal his personality.
