Box 17(state income tax) and box 2(federal) on one of my w2 forms is blank, when filing my taxes do I enter a zero or leave it blank?

If your tax software allows you to leave it blank then leave it blank.

If it requires a number then enter 0

Just leave it blank. A blank line is assumed to be a zero and some programs won't let you even enter zero (enter a 0 and the program just changes the line to blank).
