They want something. Attention, love, pet, food, water, play, or need to go out or they might have some sort of medical issue which could be any number of things. Older dogs sit in front of people and stare at them because they can't see too well.

Probably the same reason my does the same thing. We are our dogs WHOLE world, idolizing us.
