Say if you won $ 25,000 from something and you’re under 18 and you put it into your bank account. Can it be a crime if they do, are they even allowed to do that? Can you have your own bank account under 18?

You "can" have an account by yourself under 18, but no bank will give you one. You need to have a co-owner who is over 18. By law, a minor's money belongs to his parents so they can take steps to get it, but hopefully they will respect you and your money.
