Can you pierce through eyebrow muscle?

I got my eyebrow pierced and it's kinda deep and has been hurting internally whenever I move it. Could they have pierced thru the muscle?

Possibly.  Try to observe it.  It's normal to hurt for a few days because it is still fresh but it will get better soon.
