If you want to teach a teenager to drive a car, the first step is the teach the teenager how to get into the car and sit behind the wheel.  After he's practiced long enough to master the first step, then you can begin teaching him how to drive a car (and begin pulling your hair out while you're teaching him).

Start by learning how to drive yourself. Get a driving summary from the DMV and study it with the teen. Take them for a ride, talking to them about how to control the vehicle.

Forget it. If you don't know where to start, you have no business teaching someone to drive.

Take him to a big deserted parking lot (should be easy to find these days).

I have taught three teenagers to drive a car. We usually start out in a remote dirt road. I pick a road that doesn’t have ditches, trees, or ravines. So it’s basically flat and safe. Then we practice backing up, moving forward, and just getting familiar with the use of the vehicle.  Then we practiced driving on rural roads without much traffic. Ultimately, we end up driving in city traffic.

So that is basically three steps and we spent at least a week on the first two steps.  Driving at night in heavy city traffic is probably the last thing I would do.
