There are no hypoallergenic dog breeds.  There are no dogs that are specifically bred to live in an apartment.

"Best for an apartment" comes down to YOUR willingness to train, socialize and exercise the dog.   If you're not willing to put in any effort, NO dog will be suitable.

Many breeds can be fine in an apartment if you are putting forth the effort...  And no, you do NOT "need a yard"..  If you have a place to toilet the dog, and access to a place to daily exercise the dog, a yard isnt absolutely necessary.   Most people with a yard just toss a dog outside and expect it to exercise itself anyways.

No breed is truely "hypoallergenic"..  Any breed of dog has the potential to trigger allergies.   The breeds that tend to shed less and produce less dander DO need significantly more grooming, however..  As they have the types of coats that tend to grow long and can easily matt if not regularly brushed and trimmed.

Poodles and bichons are generally well tolerated by most people with allergies.  Poodles are also the second smartest breed, come in many colors..  And come in 3 convinient sizes.

Greyhounds, if your apartment doesnt have size restrictions, make good apartment dogs.   They are 35mph couch potatoes.

I strongly disagree with having dogs in apartments unless the apartment has a back yard.  You cannot adopt a dog if you don't have a yard for it.  Best check to see if you can have pets where you live.  You can google 'hypoallergenic dog breeds'  & you can google, 'best apartment breeds'.  Pee pads are disgusting & will stink up the whole house.  Plus, by using the pee pads you give your dog permission to pee & poop ANYWHERE in the house he/she chooses.
