The first time I saw sagging pants was a video by a couple of kids who called themselves KrissKross. For a while every kid in sixth grade was wearing oversize saggy pants and backwards shirts. I assume some adult rapper was wearing oversize saggy pants at that point in the 1990's Beyond that it's ancient history. Everything from years that started in 19 are ancient history. My kids were in middle school and now they are fathers themselves.
