How to convert 4k video to portrait mode without sacrificing quality.?

I film on my 4k dslr obviously in landscape mode but sometimes I like to show some of my videos on my TikTok and I like full screen and not having those black borders on the top and bottom and so in order to be full screen it has to be portrait I downloaded a converter app and the video lost almost all of its quality. It was like 360p afterwards. Is there an app or something where I don't have to film in portrait mode all the time.

There are some video converters that can rotate the whole video and crop the image to your liking. Some are even available to download for free.

The resolution of a 4K video is about 8MP per frame.  In order to fill the frame after rotating the image ninety degrees, you'll end up with an image with a measurement of 2,160 pixels horizontally, and 1,220 pixel vertically which comes out to about 2.6MP per image.  This is higher than your reported resolution of 360p (480×360).

You say that the resolution was "like" 360p.  So what exactly was it?  Saying "like" tells me you didn't actually get a precise measurement.

To answer your question, there is no way to get better resolution when you rotate the image with a 4K camera shooting in a 16:9 aspect ratio.  If you were using a camera with an aspect ratio that was closer to square such as 3:2, then the final resolution would be better.
