The reason Overtime is needed is because they do not have enough employees to handle the volume.

The mail "business" is not consistent.  The volume of mail rises and falls depending on season.  The middle of February is not the same as the end of December and Christmas season. 
The Election will see a large rise in volume due to Covid.
Trump is obviously trying to tank the Post Office before the election.  It is obvious to anyone who looks because of his appointee and his own words.
