False, laughable so.  
That's a number the serial-lying fat dotard Orange Fraud dreams of reaching one day.  
An I.Q. of 70 is a full two standard deviations below the "norm."  People with that I.Q. or lower are about 2% (1 in 50) of the population.  
  You need at least 130 to be a member of MENSA, a society for those of the highest 2% of the population in intelligence.   I doubt that very many lawyers have an I.Q. less than that.
