I doubt there are many kids who don't have access to a computer at home. You can buy a basic new laptop for around $100. Even if the kid has to buy it themselves it would only take a week or two of dog walking/baby sitting to save up the money. It should be up to the parents though. It's the same price as going out for a dinner and a movie! The parents can surely split the cost between them if money is tight and it's something the kid needs.
