Working from Uncle Fester's reply.- if you go in the bathroom and look at the wall the tank rests on usually below the tank is a tap handle. Open it fully.  If you can turn a knob, you can do this. Once the knob stops turning you are fully open. That should fix it.   It was partly open which gives you the singing.
Should take you all of a minute to do(or 10 seconds or less).   That knob never should have needed to be touched by the plumber fixing the flusher.  They are not related.
. You see why they want to charge you(and that includes driving time to and from your house back to the shop so that is where it gets costly.

If you got hands you can do this. And then leave it alone. That should be the same for every toilet....Show more

Was the main stop tap shut off when he did the repair? He may have done this if there was no isolation valve on the toilet. If so the stop tap may be partly open causing a restricted flow that may make a noise.

Jake. A noise can be caused if the stop tap is not open enough, you need to check this. Find where the water comes into the house, in the UK it is often under the kitchen sink. Turn the stop tap fully open then back a tiny bit (a metal stop tap can stick if they are left fully open for a long time). Good luck....Show more
