Is it possible for california to pipeline seawater to fire prone areas? or even just a cut up pattern so they can pre-soak a spread to a certain area? or is it because of financial limitations?

california has a trillion tons of water on its coast and the state should have built dozens of desalination plants decades ago and constructed pipelines and aquifers in a water network for the whole state , but they have wasted so much money on welfare instead that they now suffer like a third world country , unable to cope with any crisis at all.in fact oregon and washington state have huge annual rainfall and even some pipelines from those states could have helped

The fire is burning so quickly that no one can pipe enough water to extinguish the fires. Only rain or snow can stop the fires. We have Lake Tahoe and reservoirs in the Sierra Nevada Mountains, but they are still too far from the fires to do any good.

I'm sure they could pipe in sea water but that would ruin the land for 100 years nothing would grow in salted ground
