It would've helped (A LOT) if you had described what problems you're having - if any.  Sadly, Yahoo will only upload a very small pic, no matter what size the original is.  Even expanding & enlarging the pic gives little detail.  

It looks as though the pad on the left is still OK.  The pad on the right seems to be hidden within the caliper & makes it impossible to tell.  

Want to know who can tell you for sure & most likely at NO COST?  A mechanic at a bicycle shop!  Every single bike shop I'm aware of gives FREE advice & estimates.  

Have you ridden through a lot of crud on city streets or mud off road?  The pads could've become contaminated.  It's happened to me.  Once contaminated with road grime, oil or grease, the pads are useless.   

How often (if at all) do you clean the pads & rotors?  Plain old rubbing alcohol works well on a clean, soft cloth.  Glad I saved a bunch of baby diapers.  Pour a little rubbing alcohol on a cloth & run it between the pads.  Clean the rotor too.  If the rotor has a rough feel to it or you feel any tiny grooves - it's toast...history.
