Systemic racism, depending on what is meant in context is absolutely true if all you mean is that public policies exist that because of the historical legacy of our explicit racism of the past (redlining for example), these bad policies disproportionately affect blacks and inner city residents. The solution is simply better public policies that expand economic opportunity and allow educational freedom for all.
However, "Systemic Racism" is often code for an ideology that is racist itself. It is underpinned by Critical Race Theory that argues that whites are inherent oppressors and racists and can only control their oppressor instincts through heavy training and indoctrination. It's a blatantly racist ideology itself. And unfortunately, this is the more COMMON use of the term Systemic Racism.
Reparations is just political pandering. It's not going to happen, everyone knows it's not going to happen, but some politicians find it a useful way to virtue signal.
