What kind of flower or plant is this?

This plant was in a tree planter on a street in New York City.
In a way it is like a long purple ear of corn losing some kernels .  What is it? (Hopefully the photo is visible and will stay visible since after a while, it seems Yahoo! Answers somehow removes photos).

I believe that it is an ornamental millet. Maybe the variety linked below.
