My moms car check engine light, VSC OFF, and Traction Control came on one day and she and I noticed that when you press on the gas, the car accelerates slowly and doesn’t go up in speed until you let go of the gas and press it again. What could be the issue?

Pull the large fuse for the ABS system and go drive it to see if it feels normal. If it's better the PCM is cutting back on the power because you have ABS/traction control problems. You'll need an ABS capable scan tool to diagnose the problem.

Arguing with the car doesn't fix it. Have a mechanic fix the problem. You can find out the issue with an OBD2 code scanner, but YOU still don't know what to do.

It simply means that the system is disabled and will not work until the check engine light problem is fixed. The downside of having VSC Off or Trac Off is that your vehicle may skid under extreme driving conditions. Toyota VSC Off & Check Engine Lights can be triggered from something like a loose gas cap.
