Does it make sense to say that laws are secular to the ten commandments?

Only two of the 10 Commandments are law (plus that one other one if you happen to be under oath in a court of law). But no one's ever been prosecuted for coveting his neighbor's wife, because you know, thought crimes.

This makes no sense.  Nothing is secular in relation to anything else.

No because  6,7 and 9 are laws, but the others are not.
