Do I have too many fish in my 40 gallon breeder tank.?

So I have 20 neon tetras, 12 corydoras plus four snails and 10 shrimp. Is that too many or could I add ten more neon tetras?

There will be several reasons for it...mainly control reasons. You can be identified very fast - the 1984/mark of the beast thing. The vaccine can be given by a band aid. There are little spikes on it who work like snake bites. Look up transhumanism.

This vaccine is a new procedure which produce certain proteins because it is to alter your DNS....imagine - they alter your DNS. You are not totally human anymore. It can turn you into a chimera - half animal or insect.

Seeing as the fish are quite small, if they do not show signs of stress, they should be fine. But you also need to take care of them-you just cannot leave it alone for months at a time.

You are the only one who can answer that for certain.  Are you able to keep nitrates low? near 20 ppm?  Do your fish show any signs of stress?  Do all the animals in the tank seem to be getting a fare share of food?  Are you willing to take steps like adding live plants, doing more water changes, testing more often, if nitrates build up after adding more fish, more food, more bioload?
I do not think that you are currently overstocked, I dont know if more small fish would put you over that edge.  I would at least check the nitrate levels before adding more fish.

Are the fish happy?  For example, if your aquarium is nothing but water, it is way too many fish.  If it is well balanced with live plants, filtration, etc., and isn't visually crowded, then you might be able to add more.  Consider smaller herds of fish, if you want more herds.
