I think they should file charges against you.  What are you thinking, leaving your tree out there where it can be hazardous to other drivers?  Imagine if that garbage truck had been damaged and could no longer collect garbage from your neighbors?  In addition to the garbage truck company, I'd say the HOA should file charges as well.  I hope you go to jail for the rest of your life or are at least banned from ever owning another Christmas tree.  You have real issues.
