Who or what gave people the right to change lanes at the last minute?

Scenario: I was crossing the street and none of the cars were in the right turn lane. As I was halfway into the crosswalk, the car in the back decides to change lanes to the right-turn lane at the last minute as if she doesn't notice pedestrians.

I have an example of an intersection and the red lines pretend that the black car (circled in red) turns into the right-turn lane at the last second instead of doing so at least 200 feet beforehand. Example of bad driving.

Sometimes, people do not pay attention to the road. Never mind the drivers, pedestrians always have the right-of-way. It is never [the pedestrian's] fault. Drivers need to be aware of pedestrians and not change lanes at the last minute.

Do you have a question that makes sense?  Pedestrians have the right of way.  Is that your question?

So he turned later than you liked.  What difference does this make to your crossing the street.?  He either goes ahead of you or stops and waits for you (more likely).   Surely you are not saying that you would not have stepped off the curb if you saw a car in the right turning lane (!)   You would never be able to cross a city street with that kind of fear.
