Blaming the Russians can be no more than speculation.

For instance, suppose I was hacking the US. You might trace my IP address to the UK but how would you know who I was working for?

Maybe I was not performing the hack knowingly but the signal from my wifi router was being intercepted by my Chinese neighbour - and who was she working for?
