Psychological term for a person who chooses to break the posted traffic rules, and flips you off when you tap your horn at them? Example:?

Imagine you are traveling on a busy 4 lane street, two going north and two going south.  And at every intersection along the way there are posted "NO LEFT OR U-TURNS". To add, the traffic in both directions is heavy. Next, you get to a signal light and the person in front of you, without having his turn signal lights on, and with two large "NO LEFT OR U-TURNS" posted clear as day, he chooses to block traffic just so he can make his left turn an to hell with everyone else.  And as 10 cars are all honking their horns, including me, he flips us all off.  Now truly, we have all been put in a position to where we inconvenience other drivers and deeply I know how uncomfortable that makes us feel. But to open your window to give everyone the bird?  There has to be something clinical about a person like that. What are your thoughts?

You don't know the circumstances behind his actions.  Perhaps he was late for work.  Maybe he was on his way to the hospital for a family emergency.  There isn't a "psychological term."  He's living his life, just like everyone else.  I suppose you never ran a stop light or parked in a non-parking zone.
