Need help, pretty sure this guy messed up his pals in a 2001 grand marquis.?

I'm helping a friend out with his 2001 gran marquis. He replaced the shifter but it since hasn't started. Turns over strong but no start, I noticed he unplugged the pals system so I plugged it back in, but still no spark or gas pressure, pretty sure it's disabled the start condition. Anyone here with any experience with pals to give me some advice?

Is the security light flashing when trying to start?  Yes, fix the security system.  No, check for trouble codes with a scanner.  Could be a bad crank or cam sensor.
