How can they charge me if I wasn’t there or live there ?

So officer dropped off a summons to appear in court for 2 charges theft and fraud under 5000 in a city that is far away from me that I wasn’t even in or lived in how is this possible ? They have my address and date of birth

Have you ever sold something to someone who lives in that city?  Chances are that is what it is about.  If you commit fraud while living in Texas with someone who lives in New York City, the crime would be both committed and reported in New York, not Texas.

Get a lawyer to represent you in the city in question.  Ignoring the summons will just result in a warrant issued for your arrest and it won't be limited to that state, but will be shared throughout the country.  So the next time you get pulled over for speeding, you will get arrested and put in jail if you don't resolve the charges against you now.

Your claim that you weren't there is a matter of defense in the case against you, it's not a magic word that makes the cops disappear.  Obviously they have reason to believe you're guilty, they don't just grab a mail bag and start dropping off court docs at random people's houses.
