Chad Pennington wasn't bad. 
 
Rhodes, Namath played mostly for lousy teams. He played on three plus .500 teams in his career.  His QB physical and mental abilities were outstanding. In his third year he threw for more than 4,000 yards, in 14 games. It would be another 12 years before Dan Fouts did that again, in 16 games. Unitas had a 78.2 rating playing for a .667 team. Elway had a 79.9 playing for a .650 team.
 
Granted, the only reason Namath's in the Hall is Super Bowl III. Nevertheless, he was a great QB.

Says a lot about Jets QBs since passing for 30 TDs in a season has been done more than 200 time.

Vinny Testaverde would be my pick.  He had more touchdowns than interceptions, and the team had more wins than losses with him at quarterback.

Namath was a lifetime 65.5 passer, if you're gonna set the bar that low you could easily make an argument for guys like Kellen Clemens and Geno Smith.
