Why doesn't the state of texas or the federal government penalize the company or take full responsibility for that ?

The company that was linked to the power outage etc . Power outages happen everywhere actually but I think just maybe bigger deal because it is in texas

I don't even think it's the company's fault to be honest . But maybe the response wasn't fast enough etc but what the heck that's like asking for electrocution no ? So confusing
