According to your religion or morality: how to explain the antagonism between peace and war?

The conflict between the two parties or two countries may arise from the differences of interest or the systems of Political Rules. It may end up in peaceful way by negotiation on the common term or equal term, through diplomatically means, that is all well and good in the perspective of my religion and morality . If the conflict turn out to be harsh and uncompromising that turn peacefulness in to war, then both parties need reconciliation by mutual agreement  to set up  a third party to become an arbitrator and after the final agreement being reached , then after that, one party turn to violate any articles of that agreement with the second party and headed for war , then it is the duty of an arbitrator to join hand or force with the second party to battle up with the first party  who become the violator , till the war ended and the violator must pay the prize for starting up the war. This is the rule and regulation for antagonism between peace and war of my religion or morality of all mankind ,from the beginning till the end of time.
