I read that the Lithium+HP battery has a longer runtime. Will there be a longer runtime if I use 4.0ah HP battery on my brushed hedge trimmer than if I use the Lithium+4.0 battery on same tool?

The HP batteries are designed to perform better with brushless tools in particular. High current draw tools (circular saw for example, though a hedge trimmer is certainly prone to it too) may stall and require you let go and re-pull the trigger with the regular batts.
There shouldn't be any significant improvement in performance with a brushed tool.

As I understand it the HP series batteries are designed to work with Ryobi's "brushless" tools… …supposedly for greater power and efficiency.
If you want a more accurate answer, I would suggest calling Ryobi’s customer service.
