I have a person who is the cousin of one of my mother's cousins. Does that mean she is somehow related to me and my mother?

a COUSIN OF A COUSIN IS STILL A FAMILY. But I wont bother consider the person as a family because thats a distance family.

It is possible for a cousin of yours to have a cousin who is not related to you, because they are related to the "in law" parent who married your aunt or uncle. Being related depends on whether you share any grandparents.
Example: Caroline and Rose are siblings (share the same parents). Caroline's son Conrad and Rose's daughter Trish would be cousins. Rose's husband Simon has a brother named Alan. Alan is Rose's brother-in-law. Alan's daughter Rebecca is Trish's cousin but not related to Conrad. Conrad and Trish share the same grandparents (the parents of their mothers). Trish and Rebecca share the same grandparents (the parents of their fathers). But Conrad and Rebecca do not share any of the same grandparents.
